Dear Sir:
My name is Ronald Wertz, and was a member of the
Gamecock NROTC Unit from Fall 1998- Spring 2000. I was
awarded a full scholarship after my freshman year,
after which I decided that the Navy wasn't what I
wanted to do with my life, and dor'ed that spring. I
filled out all the paper work with Mr. Oxley, and
signed a form agreeing to pay back the Navy for the
year I had received money. Mr. Oxley could only tell
that I owed the Navy $1800 (one semester's cost) when
I signed.
A month ago I received a letter from a law firm in
Columbia stating that I owed USC $2300. When I left
USC, my account was clean and the only money I owed
was to the Navy. I called the firm and the only thing
they could tell me was I owed USC money from the fall
of 1999, which didn't make sense since I attended
another full semester. When I was awarded my
scholarship, Lt. Figanbaum (my NSI) for some reason
couldn't get my bill paid in time, and I had to sign a
deferment with the University to stay in my classes. I
had assumed that Lt. Figanbaum ended up paying my
bill, as I hadn't been kicked out of my classes. The
law firm had USC fax information regarding my account
and USC sent them a copy of my deferment. So this firm
is telling me that I owe a total of $2300 now as a
result of interest. I have no problem paying back the
$1773 as I would have to pay it to the Navy or USC
anyway. The problem is the remaining $600 that has
accrued in interest because the Navy forgot to pay my
bill.
I must apologize as this isn't something you would
handle personally, but I cannot find any other contact
information on the NROTC site. If you could offer any
assistance or refer me to someone who could I would
greatly appreciate it.

Response I received:

Mr. Wertz,

I am listing the events that I have on file, hopefully this will
clarify what happened on this end anyway:

You were selected for a Cnet 3 year scholarship to commence Fall 1999,
due to the lack of physical qualification you were not brought in as a
scholarship until 27 January 2000. At that time I submitted paperwork
obligating for your Spring 2000 Tuition and Fees of $1870.

During the Spring 2000 semester you were suppose to submit a copy of
the University bill to the Storekeeper for submission to Chief of Naval
Education and Training and they would reimburse you the amount paid for
Fall 1999 Tuition.

When you disenrolled on 28 June 2000, I found no record this was ever
done and as a result only listed the Spring 2000 Tuition of $1870 as
the
amount you had to pay back the the government. Had the government
reimbursed you for the Fall 1999 Tuition, I would have listed it on the
disenrollment also as an amount due payback.

I am not sure why the University let your deferment extend that long,
but this is not something they would normally discuss with me for
privacy act reasons.

Hopefully this answers some of the questions.

So I forgot to turn in a piece of paper that would have paid my tuition? I think not. It sounds more like they either lost whatever letter I gave them or threw it away on purpose. What a crock of shit(sorry Dad).




Today I drove from Clemson to Cottageville to load all of my stuff up to move. Having no tv or internet, little did I know Charleston was supposed to get hit by a freakn' hurricane. Everything has to be so difficult. Absolutely nothing has gone right for the last 4 months. It's getting harder and harder to take.
